We have a lot of those hanging around in the southwest USA- they are quite fashionable here! Maybe it's a warning for the animals to not try to get out!

Yes I left a comment that must have got lost in cyber space, I think it was quite witty but I can't remember what it was for the life of me! I think that the sheep looking at what is going on is quite comical.
